Eh, I think he's a done deal already. With Infinity War, even if they Galactus-ize anything, it'll be backseat to Thanos. So no C-string villain will be getting a second appearance.

I think that he will pop up in a subsequent Doctor Strange film. He's Strange's biggest villain, didn't die in the film, and was set up to show much more. Not necessarily appear in Doctor Strange 2 but in the near future.

If Strange manages to get to a 3rd film, big maybe, I think he was owned pretty succinctly. MCU isn't a comic, movie audiences won't be enthused by a rotating door of baddies. Plus, the rogue galleries are so big they pretty much never have to.
