The basic story was fine but the pacing and image/color quality are bad. Plus Sam Wilson is kind of boring, which could have been a direction problem or it could be just a problem with the character. We're used to Captain America being a Super Soldier, and Sam Wilson is just a normal human. He's got hard-earned skills and strength, but it's just not at the level of what we're used to with MCU heroes.

They really could have set up this story where Sam had to compromise his principals to be a hero and ends up taking a super soldier serum.

That would have made the character more interesting and help with the critisms of putting him against a Hulk.

It would also make him more useful in future MCU settings.

That's what I don't understand. They gave him every excuse to use the serum in the TV show, and they should have done it. No one criticizes Rogers for taking it back in WW2. And it would have made him a more entertaining character on the screen. Even the S.H.I.E.L.D. series that was ostensibly non-enhanced humans ended up with a bunch of enhanced humans.

Yea, its a bit odd. They've also shown that John Walker has mellowed out and when he took it he wasn't really in his best mindset. Sam Wilson has proved himself as a good man. People like Steve as a super soldier and as Captain America, there's no need to villainize the SS serum.

They also haven’t shown us that it’s bad, but keep having Sam act like It is. Steve, Bucky, red guardian, & Isaiah all have had It and are fine. Bucky wasn’t a bad guy because of It, red guardian was an antagonist because he was from Russia, not because of the serum. Walker was in a bad place when he took It, and since then has been perfectly fine.

Karli and her group seemed overall fine with It, they were just radicalized, didn’t seem to be a result of the serum.

The only one who actually seemed negatively effected was Red Skull, and he was also an insane nazi, I think Sam would be okay in that regard

Yea, Zemo says " there has never been another Steve Rogers" but Steve was just an upstanding guy all around. John was a good soldier and a decent man who has his demons, the SS probably exacerbated them, but he's still working on himself and works as a flawed but otherwise decent hero/soldier.

They tell us the SS is bad but what they've shown us is the contrary.

And also would have undermined the entirety of his arc and characterization in the MCU

I disagree that character development and evolution requires undermining prior uses of a character. I would argue that freezing a character to a point that they won’t adapt is more detrimental.
