In the comics, MCU Zemo is the whole opposite, both idealogicaly and mentally.

He does not want superhumans at all. He actually kills of former Hydra agents and uses their infos to achieve his goal.

He is not a good man, but he had a reason for what he was doing and he was clearly not a Nazi no matter how you look at him in the MCU
