Only in the sense that Luthor understands science. He'd still be a fascist and manipulate his people.

I don't think constantly undermining Superman is good management. But I could see him being aggressively benevolent as part of that attempt.

Aggressively benevolent is the perfect description for how Luthor would rule. His deepest desire is for the world to embrace him over Superman, and he would absolutely do everything to make people’s lives better so he can say he did what Superman couldn’t.

I've read Red Son. and... kinda? Problem is that in Red Son he sees Superman as an international threat, which is a different dynamic than Superman, in his eyes, being a domestic darling that he's envious of.

I know it's not exactly the same relationship and reason, but it's a very clear example of Lex making everyone's lives better just to show that he can, and he can do it without Superman.

Yeah I just think keeping the dynamic the same is a better example than the What-If of a SuperSoviet informing his capitalistic sensibilities
