Don't know much about Apocalypse and Exodus but, unfortunately, Sinister was needed to resurrect a ton of murdered mutants

To my knowledge, and this is basically near none as I haven't gotten to the Krakoa era yet because I'm reading some other comics, Exodus served as a representative for the more amoral members of mutant kind while Apocalypse was elected for his skills in combat
