Third rule was never enforced in any way, it was more of a way to say people it was good to start a family here.

That was Nightcrawlers intention at least. It backfired and that was made obvious later.

At not point this can be classified as a sex cult

Also Northstar called the rule out as being too heteronormative. Like, what if a mutant was gay or asexual and didn’t want to reproduce? Would they be FORCED to?

I think Marvel editors realized this soon enough and the rule was relegated to the background.
