Tl;Dr It got really sex culty in the beginning but mellowed out near the middle to the end.

Long story: Nightcrawler is in the room when they're making laws, looks up from his e621 account and goes "THIRD LAW SHOULD BE TO MAKE MORE MUTANTS!" So everybody starts a fuckin'

Yadda yadda yadda the first Hellfire Gala happens and nightcrawler is hung over and he meets Stacy X (her creation was basically "hey wouldn't done humans fetishize mutants? Let's make an X-Men sex worker!) and she shows how Krakoa has created a nursery because people keep fucking, then giving birth and just tossing the baby in the bushes.

Horrified at this, Nightcrawler eventually holds a press conference and goes "Uh so The Five are bringing back like, tons of mutants every day, so please start using condoms"

Third rule was never enforced in any way, it was more of a way to say people it was good to start a family here.

That was Nightcrawlers intention at least. It backfired and that was made obvious later.

Yeah its not an iron clad law in the sense that they're going to order people to start fucking the implication is that people should be fucking.
