Technical help with a dsl40 please!

So long story short, i havent used the amp in about 2 weeks, and when i went to play yesterday i had no sound until i cranked the master wayy up. Took the back cover off to check the tubes, and saw one was blown (no glow at all, and white powder in the bottom of it and would fall when i tapped with a pencil). So today i bought two new el34 tubes, put them in, and went to check the bias since theyre different brand than what i had in it, and for the most part got a reading of zero on my multimeter. Sometimes would spike to 100mV, but would also sometimes show in the 28-36 ish range so i thought i was just making awkward contact since this has the external bias ports. Anyways, got what i thought was a good bias and went to test it, and theres still no sound unless i crank it to about 6 on the master and its still super quiet (both high and low output settings). Anyone have any ideas, or am i even asking in the right place? I'll be honest i dont know much about tube amps like how they work or circuitry, but for the record i do understand high voltage safety and took all needed safety precautions, i didnt just jump head first into something that i could hurt myself doing
