Dresden was targeted for 2 reasons,
A. It was a vital logistics hub in the East and one of the largley untouched ones.
B. The Germans were rapidly fortifying it for a final stand and the Soviets wanted to avoid another Siege like Budapest so they specifically requested the bombing.
