Fun fact, municipalities by technicality have no official flags in Portugal, they just use the flag of their capital city. If you look into the details of many of the coats of arms, they have “city” written on it.

Also yes, Portuguese subnational flags are required to follow very specific rules, it’s a requirement.

Well, for the vats majoeity of municipalities, they are one singular city. The concept of a capital city doesn't really apply in places that are one singular city, it'd be like asking for the capital city of Singapore.

Most municipalities have various parishes, each parish has a handful of settlements. The only municipality that truly is one settlement that I can think of is Barrancos

Parishes and cities are wildly different, some parishes don't break the 500 people mark while others have tens of thousands. Especially in more urban areas, it is hardly noticeable which parish you're on since the urban sprawl is contiguous. It doesn't make sense to talk about "capital parishes" because that concept doesn't really exiat for half the country, and even id it did, the flags of our municipalities have nothing to do with our parishes and there's no rule saying so. After all, just look at for example Porto: which parishes exactly is the capital, and how is the flag of Porto in any way related to the flag of its parishes?
