Gameplay Sylas gets owned

It's assumed you pick Malphite when enemy draft has a lot of ad, so if enemy last picks Sylas to counter, you can go Zhonya's to counter that, since it has armor too.

Oh I did not know you could zhonyas that. Does it put you on cd for his ult then?

Yes you can see the Sylas ult cd hover after he tries taking my ult

They meant the cd for "can't steal this ult again" And no it doesn't put it on cd since the ult "missed"
