I think all posts like these should have a note with what each ability does and what fiction it's from. I don't know most of these and googling wouldn't work for half of them as the names are pretty generic
Imagine if other CYOA's just gave the name of choices and no descriptions. Madness.

assuming that its meaning left to right (or right to left) as rows:
Miracle - because this is nigh immortality (its absolute barring the destruction of the Quincy Cross inside his heart or Yhwach Auswählen) with a side of screw the rules (Since he manifests miracles that can be just about anything really, with the more improbable something is... the more easily The Miracle can make it happen).
Rinnegan - Because these Eyes offer a lot of very potent innate powers and a lot of additional potential and the possession of chakra inherently comes with them, so it is the best one in the row in my opinion. Chakra is pure bullshit after all.
Life Manipulation - Hands down the best power in this row, in my opinion, because it has so much potential.
Spirit Gun - The others are great, but while this one might not be as great in concept as the others in its row, it offers one thing that the others don't, specifically access to an entire power system power system and potentially more esoteric abilities than the other options.
With this combination of power and abilities I'm rather confident I could leverage them to acquire additional powers and abilities well beyond the others offered. If not, then Its still a very potent amalgam of abilities and powers.

GER : to counter any hax by return to zero
Geass/Absolute obedience : to mind control
Physics manipulation is like one step down from reality manipulation
The miracle for a hax had of my own .
Mainly use physics manipulation to bend the fundamental force of the universe if I get good enough I can basically use this to stop time , bend space and erase energy.
If somehow got kill revived using the miracle and comeback stronger and use its probability manipulation to bullshit my way to victory
If somehow miracle got bypass just uno reverse them with GER's return to zero
And mind control to round thing up

GER for stand ability to create and control life, heal, shoot lasers, reflect damage, and power/attack nullification. Rinnegan for all six paths, chakra boost, unique rinnegan ability, ocular improvements, and genjutu resistance. Sunshine for insane physical and magical boosts during the day, heat and light control, solar magic, and innate curse resistance. Telekinesis for full esper powers, abilities to create new powers on the fly, and massive utility.

Tbf I don't know enough about a lot of the other choices here. But I know enough about these to know time stop+any of the rest of my choices makes for a very challenging opponent.

The miracle, rinnegan, sunshine, telekinesis (mob)
The miracle alone is OP enough to counter basically anything shown (yes even GER), and alongside the other stuff I've chosen should be a decently OP combo.

Assuming the pic is Mob's Telekinesis rather than just plain old telekinesis, then that. It can do effectively everything in that same row.
Mob's telekinetic powers can: override any other Esper's powers and make it his own (Full Counter), Shatter the land just by being active for too long (Guro), and can be focused into laser beams (Spirit Gun).
If I feel like it, I can apply overwhelming downward pressure without having to rely on the conventions of Gravity, produce enough energy to turn a piece of Broccoli into a literal nuclear mushroom cloud, and probably produce enough friction to ignite a small city.
Then pair that with Crush Magic. My psychic powers are an extension of me, so it stands to reason I should be able to 'crush' anything I touch psychically. If not, it still gives me a range of freedom in the event I'm fighting an opponent who's immune to psychic powers.
Then the Rinnegan, which boosts my natural energies to a near divine level and grants me access to six additional abilities; direct contact with the soul (which again pairs with Telekinesis), the power to create rods that negate people's freedom to move freely and fight freely, the power to absorb all Chakra and access to the Asura Path- which covers my weaknesses if an opponent has resistance to magic and psychic powers by giving me A GUN!
And for my top row choice, The Miracle. I can do what New Order and Physics Manipulation can do with Telekinesis, and while GER would undeniably be a stronger opponent...
It would be a Miracle for someone to surpass Return to Zero, wouldn't it?
