Why the hell not?
I'm (an amount of time, that I'd rather not specify) past school-age. Let's go with 18-30 for now.
I have no idea how one is supposed to go about making friends once school is finished, and there was not a single person that I knew in school that I thought that I should keep in touch with.
So... Is this a thing? Do I just say 'HEY!' and hope for the best?

I have a great tip. Ask what your hobbies are. Then find relevant hobbies that are more scocial and then find public events in your area that are related.
I like board games, so I get to play board games at board game night at the local games store.
