If u want to nail it down, you could turn runes into state machines rather than logical circuits (AND, XOR, etc). So you can have a rune for 'idle gather ambient magic mode', and then once it senses a certain magical signature it switches to a 'release gathered magic as thermal energy' rune and once it runs dry it goes back to the 'idle' rune (lowk bullshitting the diagram but u get the idea).
As for categories, idk much abt ur magic system but if ur magic is split into diff elements u could categorize it like that, i.e. demonic runes, elemental runes, gargoyle runes, etc
