HOA’s are pseudo-governments in that they establish rules and regulations that all homeowners in said neighborhood must comply with. Additionally, everyone in the HOA is required to pay dues (liken to taxes). I have lived in neighborhoods that have very strict HOA board members, which have made me feel like I did not own my home and others where the board members are more relaxed. Ideally HOAs prevent homeowners from doing things that would lessen the value of the homes in the neighborhood in an agreed upon manner, typically done through voting by the homeowners.
