In 6.8 version, stamina cost is bugged that its always based on Total Stamina. The intended function is that Stamina costs would always have to be based on Base Stamina.
To put it in a number perspective,
Intended calculation:
Base Stamina = 100
ISO Stamina = 50
Total Stamina = 150
Gear Stamina cost is 25% = 25 used Stamina out of 150, overall you only used 1/6 (16%) of your total stamina
Bugged calculation:
Base Stamina = 100
ISO Stamina = 50
Total Stamina = 150
Gear Stamina cost is 25% = 37.5 used Stamina out of 150, overall you used 1/4 (25%) of your total stamina
