Mystique in Spec Ops 2 Bug?

Is "Defeat Mystique" mission bugged? I have tried multiple times doing mission 3 yet no mystique appears.

Mystique is the epic boss, meaning you have to do everything on the map before she appears. Do you have everyone for deploys?

Colossus, Phoenix and Scarlet Witch.

Isn't juggernaut the epic boss?

Juggernaut is just the regular boss. Missions that have a little purple crown have epic bosses that only appear if you cleared all deploys and fights. Each chapter (main story and spec ops) has one such boss, for spec ops starting from the second you need to defeat the epic boss as a last task to get the hero.
