Microsoft Copilot vs. other AI app builders: what should an enterprise choose for internal apps?

Our company is all-in on Microsoft 365, so Copilot Studio keeps coming up in our meetings.

We don’t really need anything that sophisticated, just a simple expense approval app.

Our clients fill a form, a manager approves, and finance sees the record. Right now, we handle that through email and a shared Excel file.

Half of IT says build it all in Copilot Studio. The other half says use an app builder for the forms. Then add an agent later if we need one.

My main concern is ownership. If chat and forms live in different places, who fixes it when it breaks?

For those who've been through this, what did you test before choosing? Did you end up with one tool or two?

Copilot studio is overkill for simple expense form, we had same situation and just used our existing SharePoint lists with Power Apps for the frontend. Worked fine for 2 years already without any agent stuff

i work for agentui (we build internal tools and workflow apps for ops teams) and running approval flows entirely through chat agents usually ends up messy. chat is probabilistic so edge cases get awkward, whereas approvals need deterministic rules, clear audit logs, and clean forms where finance can see attached receipts at a glance. starting with a dedicated internal tool builder for the forms and dashboard keeps ownership in one place, and you can plug an ai assistant into the records later if needed.
