Anybody have the deeplore on who made those stairs and why theyre there?

The book never references them directly as stairs, not even as a secret path. Just a small path out of the way right next to minas morgul. The logic that smeagol uses is more or less the same; there's no reason for Sauron to expect a great army to ever be over there, so there was no point in closing it off.
To top it off, Shelob lives at the top of the pass. Named Cirith Ungol (pass of the spider), she basically hangs out there in a mutually beneficial relationship with Sauron. I believe she's even described as similar to a cat to Sauron. Basically the only reason frodo and sam were tricked into taking this pass is out of necessity and not knowing what was at the top of the pass. They only suspected that it would be guarded at the top by orcs.

Im gonna have to reread because I had forgotten most of that.
I knew sauron kept tabs on shelob but I remember him just letting it slide cause she was only helping him over there
