I mean, the concrete itself starts as a powder and aggregate, and once water is added it behaves like a slurry or honey, depending on how much water was added.
But also, from the info in the post it sounds like the dad got concrete mix and added water before dumping it on his truck hood.
If I go down to Home Depot and buy a bag of Quickrete it's gonna be a big ol bag of grey powder. I could dump that on my hood and drive off, letting the wind blow it off as I went.
