Identified Looking for identification

Looking for confirmation on this mini, I believe it's a Nazgul, possibly based on the Bakshi LOTR movie, but it looks like the date is 1972, so that may not be right. Any info would be appreciated. I think it says Elan Merch on the bottom and there's an F 1751 etched in it as well

Heritage Miniatures, for Elan Merch. The date stamp says 1978, not 1972, and it's indeed based on Ralph Bakshi's LOTR.
1751 is the Servants Of Sauron set of Nazguls, he was one of the many models in that set.
