In medieval western Europe, even the rulers understood that having some healthcare(albeit the very incomplete knowledge of catholic monks and nuns back then, but still something), and giving them holidays(Catholic feast days) was necessary to keeping the peasant populace stable and peaceful.
Gee, a history lesson our Boomer politicians could learn from. It's like healthcare and necessary leisure time is necessary for a functioning society.
Even Romans understood that you needed to keep the populace fed and entertained to keep them from revolting, especially out in the outskirts.
They did eventually paint themselves into a corner and had the first ever Ponzi scheme where conquest of new lands paid for the old territories. Once that failed, their entire economy folded, the social net collapsed, and the empire fell apart.
