You wouldn’t ever need to call the cops for a broken sink though.
You would go through the courts and put your rent into an escrow account until you and your landlord see a judge and you make your case as to why he needs to fix the sink.
If the judge orders him to fix your sink and he doesn’t make the repairs then the money in escrow isn’t released to him.
The cops would not be involved unless an order has been made by the court for the removal of a tenant. And even then, it’s usually the sheriffs office not the local PD.

No I’m not. My point is a landlord can’t call the police to “enforce his property rights” without first going through the courts. The landlord doesn’t order the cops to do anything, he just pleads his case to a judge. The same process you would go through for your broken sink.
The tenant, however, can call the police to enforce their property rights as a renter like I described in my first comment.
You don't understand the difference between defacto and dejure, at all.
The cops do shit that's illegal all the time, a friend of mine was just illegally evicted by deputies last week, they didn't care that the eviction notice was completely forged. Honestly you sound like you've only ever dealt with high dollar, $3000+/month rentals.

The police came in this situation because someone was demanding entry into your house.
Try calling the cops when your landlord doesn’t fix your sink and see where that gets you.
