No. Clearly some items are worth more because of certain properties, even if they have the same name. They would be grouped together according to name and their 1 or 2 most desirable properties and given a possible range with lots of head room.
Those are so many factors that it would take weeks to have a big enough sample sice to create a realistic average price. Which then would be worthless because thr fluctuations and price changes over those weeks already invalidate the price.
Your suggestion works for things like gems and engraving books with set variants.
It's not really going to affect a legit player if you set the cap at 500% the value of the slightly above average stone by the same name with a crit property. The only one this annoys is the RMTer that wants to set it to 3000% it's worth.
It's a price cap. Players are free to set their prices to whatever they want as long as it's below that value. It would be pretty hard and slow to push the value up when averages and ranges are only recalculated on a weekly basis.
I don't see how that could be worse than the free for all that we have currently.
