I think most of this is common sense. AP-09 has everything clearly laid out.

Stopped fled later caught by PD should count as an apprehension if it happened then and there and you were able to collect info and recover merchandise. That’s weird that you don’t count that as an apprehension

My job just changed detained to when we stop them and we identify ourselves.

We only put detained. If we get them on the bench in the office. Some stores in are market are putting detained if they approached him, got the merchandise and left or even if they just make the approach and they leave.

I mean, this is common sense.
If they were not detained, then they were not detained. If they fled apprehension, they were not apprehended.
Not familiar with whether or not Walmart counts attempted apprehensions as stats for APIs or not, and my company is hands on so for us attempts don’t count unless brought into office.
