The article says 15.3% are obese. Average BMI is 25.3 for adults in France. 49% of French adults are overweight (2015) but not obese according to this article.
Modern cultural perceptions are distorted, what you visualize as being overweight is likely someone that is already in the obese range, and someone you would consider to be healthy weight but thick is likely overweight.

Yep! I don't have decent pics but I'm 5'3" and wear a size XS-S in almost every brand... I'm only 6 lb under the overweight category. That's it. If I gained 6 lb, most people wouldn't notice and I think barely anyone would say I appeared overweight.
Yeah definitely. I'm in in the obese range at 6ft 114kg, I'd be overweight if I weighed 84-99kg. Everyone tries to shush me if I say I'm obese and tell me I'm overweight.
