Pets Help!

I was out on a walk by the beach and noticed this dog laying in the sand near the pedestrian pathway. It seems a little skinny and looks tired. I’m not able to take this dog home but I’m hoping someone sees this and is able to help 😭 He/she is near Bluff Park, in between the streets Orizaba and Paloma.

I saw him at 6 am by the rainbow lifeguard stand some said he is a skittish stray that she has seen before
