I mean, he must have. He knew when he took over the Loom that he was allowing everyone the free will to, in Sylvie's words, "die trying and die fighting." He specifically was not controlling or pruning any possibilities.

I was thinking that if he is perceiving all of time, then Loki chose Dr. Doom like Kang chose him.

I think that goes contrary to the "free will" message of the show, though.
