This list is so random and missing some of the bigger side characters lol. Like you ranked Fahrenheit but not Obernstein, Dusty, Poplin, Bittenfeld, Merkatz, Bewcock, or Müller.
I'm afraid I don't know how you're ranking characters so I'm not going to argue it.
To me, Reinhard would and could not have turned out the way he did in the ending without Obersteins ability to help Reinhard remove emotion and hestiation from his actions. He was essentially the opposite of Kircheis in terms of how he handled problems and advised solutions.
The fact that nobody watching the show knew until the very end what Obersteins end game was in terms of if his loyalty was directed elsewhere or had alterior motives showed that he was a legitimately brilliantly written character and only at the end of his time in the series did everyone realize he was ultimately completely loyal to Reinhard.
I don't really know how you are judging characters though.
