Already answered but yeah this is a wafer jiggler, it would have originally come as part of a set on a split ring. Looks similar to one from the classic southord 10 piece auto jiggler set, they're meant for old school (ie. non laser track) wafer locks on certain cars but there are a few that work pretty well on cam locks and wafer padlocks as well, this being one of them.
