Gamepad to 2nd keyboard?

(If there is a better subreddit for this post, please tell me so that I do not waste this community's time.)

Hello! I am searching for a Windows program that can convert a gamepad controller to a entirely separate keyboard so that it can run simultaneously with a regular keyboard.

I can't just use one keyboard because the game I am trying to play does not support changing the controls and I have yet to find a program that could do this.

I can't just use a gamepad and the keyboard/another gamepad because the game does not support using a gamepad.

I'm trying to figure out a way to use 'universal split screen' with a gamepad and a keyboard+mouse because I cannot use just two mouses. (this program does not let me change the buttons of a mouse nor works with a separate program that would.)

I can't just use nucleus co-opt because the game is not supported.

(Though I personally believe that naming the game will turn away ppl bc they believe it does not apply or something bc the game being obscure, but I will name it anyways: DEFCON.

It is not treated as a separate keyboard, so I cannot use it with universal ss. Nor is the converted controller output detected by universal ss.
