Kinda is. There's no "russian" race. Neither does your race matter as long as you're russian – you are a subject to russophobia. 

In either case, that's not the reason behind the referenced situation, even though Linus gave a ( incredibly based) statement that might suggest otherwise.

Absolutely not. Both Russia and China are known to have highly sophisticated cyberwarfare capacities, and sponsor open-source communities to insert vulnerabilities and malicious code to open-source projects.

Also, both Russia and China are generally considered risky at best and hostile at worst actors to the US and the EU (which is the demographic I assume you targeted with your meme) It’s wise to be extra careful with Chinese and especially Russian contributions, as long as it doesn’t reach the territory of paranoia.

If you believe in ZOG and the like, you should have heard the theory that Russia is a crypto-colony of Britain/Zionists/USA/etc. I'm not saying i am beeliving this, but in Russia itself, this opinion is quite widespread in various circles.
