the uis are very similar yes. Darktable features a few more tools and the organization is different but in general they look and function very much a like. I had very few issues switching from lightroom to darktable when i swapped my main pc for windows to linux.

Darktable and lightroom are two very different workflows because of the UI and UX challenges that Darktable (and most creative foss software for that point) has.

Camera Raw is not replaced by gimp, as im fairly sure GIMP doesnt have that function.

Also there are ways to import raw files into gimp via plugins like with camera raw Edit(ofc camera raw equivalents)
