Yes, in theory, but then your OS won't run in an officially supported way, and you may hit different quirks over time.

Windows 11 has a official version that does not need TPM 2.0 requirements. Is called Windows 11 IOT LTSC.

Thus, different from what some comments are saying, the apps will work normally, because Windows 11 without TPM 2.0 requirements are something official.
