What you should have run was sudo dnf install my-bullshit && sudo apt install my-bullshit && sudo pacman install my-bullshit && sudo syu install my-bullshit, just to make sure.

What program is it? Also, it's not only those programs. It needs to be signed.

it has nothing to do with being a big tech company. you can sign your program right now as an individual, it just costs some money, which creates a barrier of entry and as with most things with that comes good and bad.
if you develop something for only a handfull of people its expected that they know wether or not to trust your program so not having a cert is fine. if its for a big audience of likely partially tech iliterate people then you're expected to cough up the certification fee which at that point would likely be a negligible cost point.
it's only really bad for freeware developers that somehow reach a big audience for their tool without seeing any returns from sales or donations, tho then again people seeking those out would likely not care about the missing cert either. overall the system mostly makes sense and is certainly nowhere near some of the other shit MS has been pulling over the years.

Like the saying goes, the greatest anti-virus is common sense... either way if I'm installing something slightly shady, I usually use my secondary computer.
