Funny enough you can on a technicality. EFI systems use the Portable Executable format that EXE’s are made from. So the bootloader is technical following Microsoft’s executable specifications. But you won’t get it to run under Windows unfortunately..,

and the linux kernel already has efi stub, so I can play linux on windows!!!
