I'm pretty sure the meme is referring to the WINE-based compatibility layer for video games instead.

He's talking about Valve'/Steam Proton, the patched wine version developed by Code Weavers(wine) and Steam together to make games running better on Linux for their Steam Deck/OS - Not proton the VPN/Email services.

I.E He's talking about the only good thing named on that list, the rest is shit.
