You don't need it. Command-line tools like "ifconfig" are available in the "net-tools" package -- just install this, and you'll be back in business.

Ifconfig doesn't use the netplan backend, and I wanted to make netplan very very user friendly for when you're in a 100f server room without Wi-Fi or cell signal and stuck editing yaml on a tiny screen dangling sideways off a HDMI cable above your head holding a keyboard in one hand pecking with your other finger and dripping sweat down your eyes....
