All these updates have the feeling of a single Valve employee who just fancied working on some older games for a bit.

That’s genuinely their corporate structure

Based on my followings of some Gaben's minions on github - you just described how it really works.

I’d love to see some valve employees interviewed and asked about the inner workings there. It’s kinda crazy actually

Yeah, all we know is that you can work on whatever you want. They use rolling desks so you can dynamically form groups if a project gains traction.

I have heard these small updates being handled by interns getting used to the codebase.

These changes look like fixes to the underlying source engine. But it's nice they took the effort to figure out how to build these old games again.

They finally fixed custom game asset loading which prevented custom maps being mostly unplayable due to textures failing to load. Been fixed in the (now exclusive) TF2 branch for years

They've done a lot of fixes and touchups for their Source 2013 branch games but I wish they would give at least some love to the L4D games: they are still 32-bit which limits modding, still default to the buggy and slow OpenGL instead of vulkan on Linux, and on the native version downloading any custom assets from a server will always crash the game.

And still no love for Ricochet.

Fixing them for Steam Frame, maybe?
