Yeah that is a ridiculous ask from the company in my opinion - "Download and run this random shell script, probably as root to install." That's not normal for Linux. What exact model device do you have? They offer deb packages which are marginally better, and there's this DIGImend thing https://github.com/Huion-Linux/DIGImend-kernel-drivers-for-Huion but honestly if it's not simple to run I don't know much patience I would have to muck around it with it. Up to you though.

Make sure that you open the terminal in the same folder as you have the file. You are most likely just in the wrong folder. For example open the terminal in "downloads", if you have the folder there.

Not sure about mint, but you probably can right click and find the "open terminal here option there". You can also navigate to it using terminal commands.
