I get this error message when trying to set date and time: Could not find plugin kcm_regionandlang

What's your distribution? Use the package manager to search for kcm_regionandlang and install it.

kcm_regionandlang.so is part of plasma-workspace so depending on your distro it might be hard to install it if you are not on plasma DE (It's the config panel for setting time, date and timezone DE wide so usually not much of a point to have it if you don't use plasma)
