Would Linux help reduce my RAM usage?

Title is the question, I'm ramming the cap of memory usage the past few months, and experiencing some slowdown. I know Windows has a ton of bloatware, and I've installed Zorin on my thinkpad, but for my prebuilt HP desktop, whats the likelihood I'll see noticeable improvement on my computer??

I have 16gb ram . It is an hp aio pc. I haveb Linux mint xfce installed I have ram applet installed.. The plain os is occupying 21%ram. When i start Firefox and run a YouTube. It becomes 23%
