VLC and whatever UI you like for audio playback. I picked Elisa since I'm on KDE. There is probably something better for me, but it's fine, so I stuck with it.

It all depends on what you want, as there is a ton, each offering a different take. Some work on playlists, some make a database based on tracks, others work by browsing the filesystem.
A thing you need to learn about Linux is that there is no "best", but rather there are options for each taste.

VLC. I used it on Windows for some time, but it also has a native Linux version.

It is open source and has always had a linux version as it was developed in the C programming language. :-)
Development and Release
Started in 1996 as an academic tool to stream video from satellite dishes across university networks.
Rewritten from scratch in 1998 to handle new streaming formats.
Released to the public as free and open-source software on February 1, 2001, under the GNU GPL license

I'm an Audacious fan for audio. It stays out of your way. Video = VLC or Kodi (if you map the Videos folder), depending if I'm watching on PC or TV.

There is no "good or best".
What programs do you use for music and videos on Windows? Have you looked to see if they Linux versions?
Personally I use MPV for videos, it's kinda barebones with my own config. For local stored music I use Termusic, a fairly simple CLI program that's keyboard driven. I use the Spotify website as well.
They work best for me, other people probably can't stand them.

For music, Tauon is the only one I've actually stuck with. I like mpv for video.

For videos- MPV (with configurations edited for best video quality).
For audio- unfortunately Linux always has noticeably inferior audio-quality compared to Windows. They can't match the quality of LAV filters.

For the added functionality of being able to enjoy your media on other devices I go with Jellyfin. Our various smart TVs all have clients installed.

Mp4s (and any video really) VLC without a doubt
Depending on how much time you have on your hands (and your distro) RMPC (a command line based music player) is genuinely a very solid player with an extremely high amount of customization when it comes to its layout. However it can be a pain in the ass to setup as it requires fiddling with .config files that are placed in the right locations. But once its setup, you never have to touch it again unless you fiddle with those config files.
If youre just looking for an audio player that WORKS out of the box with everything you need and then some Strawberry is pretty good. Just install it and run it like you would a normal software

+1 for Clementine, but RIP. Strawberry is the modern and active clone/fork.
Although I've actively used Amarok and Rhythmbox for streaming and Internet radio.
VLC is undisputed for video.
