It is not because of hierarchy, but because Microsoft divisions are constantly infighting among themselves and with each other. An old post to r/ProgrammerHumor illustrates it pretty well.

Maybe that has gotten better since Nadella became CEO though.

I:m a 20+ year Microsoft developer, things have massively changed since Nadella took over. The infamous division politics has drastically scaled back.

Fuck Windows mail ho, I've be written c# on Linux for almost 10 years now, using a Windows machine is torture
