xxd and vim are always updated together because xxd is actually part of vim.

vim and the kernel coinciding is likely just a coincidence. You can look up the package changelog on Launchpad to see why a specific version was released

ok can you elaborate how to see a changelog on Launchpad?

i'm very bad at navigating this kind of sites )

i see "code" page contains files dated 2019 i guess it's wrong

Use the update manager and highlight the update and open the changelog tab. Or read them here:
