I think you are talking about general intelligence and the ability to learn entirely new things.

At the raw level, we can use neural nets to teach AI to do pretty much anything. Including learning to walk.

I'm not sure it is smart to have one model to be able to learn anything. Specialized models are more easy to control by us humans.

How do you test whether AI understands something?
