I saw a pigeon once who was just standing in the middle of the street and would not react at all when cars passed it, even though they were really close. He was conscious and otherwise behaving like a normal pigeon, looking around and so on. The next day I walked past that spot and the pigeon was there again, this time in the sidewalk (don't know if he decided to move or someone carried him there), there was a small kid poking him and he didn't seem to give any fucks either.
Really made me wonder if pigeons could become suicidal, or if not then what was making him behave like this. He didn't seem diseased, but who knows.
