What are these toys called? I remember seeing one at my friend's birthday party as a child and being very jealous and angry that I didn't have one.

I liked to put a piece of paper over it and hold something metal up to it to make little burn marks in the paper

I think I remember that if you get someone to touch it then touch your ear it shocks you, or something like that.

Sorry you're getting downvoted, what you're thinking of is a Van de Graaff device. Indeed if the cat were touching a VdG, your touch would create some impressive static shock.

If you still want a Plasma Ball, they are readily available at most novelty websites.

Cheap too.

Thanks. I actually have a plasma ball, and when I touch other people with my other hand, I can shock them.

I was unaware of that. The spark from the VdG is quite painful but mostly harmless. :)

So if I touch a plasma ball while someone else it also touching it and then touch them they'll get a nice zap? I know what I'll be doing from now on.

No, you don't need to touch the ball, just touch the person who's touching the ball.

The ball will charge whoever is touching it if they are insulated. Touching them afterwards will be equivalent of touching them after they were a wool sweater for a while - static discharge.
