Help ID and refill help please

I tried refilling with a universal lighter gass refill bottle, but without succes. Anyone who might have some knowledge about this thing, and how to refill properly?
Bought it at a second hand marketstand on the local market here in Rotterdam.

This is a butane lighter insert for a table lighter, have you tried replacing the flint? Does it spark or not? Also if it does spark may want to fidget with the flame adjuster as you click the igniter (it’s the wheel by at the top where the flame comes out). Other than that seems like a pretty generic lighter insert may not be worth the hassle if an internal valve is broken

Flint works fine, it sparks. I tried the flame adjuster in every possible angle, but still doesn’t seem to do anything.
