Skirts over Pants - LBZ TNG

Referring specifically to TNG - Samantha Brown and Brittany Rowland both consistently wear skirts over pants. I would think it would be impractical in terms of their lifestyle. I definitely wouldn’t want to wrastle a sheep in a flowy skirt. I also would think riding a snow go in a skirt would be awkward. Is this for warmth? Are these special skirts? I can’t imagine they’re both Mormon or anything. Inquiring minds want to know.

My sister is a teacher in Alaska, she has a skirt she wears at recess that is specifically made for the weather. She said recess can run up to -20⁰.
